Definition

The Consumer Price Index (CPI) measures the average change in the prices of the goods and services households buy. Japan's national CPI is compiled by the Statistics Bureau of Japan and published monthly, in the second half of the following month, on a 2025 = 100 base.

The inflation rate quoted here is the headline index, all items, compared with the same month a year earlier. Two narrower measures are also watched: core CPI, which excludes fresh food, and core-core CPI, which excludes fresh food and energy as well. The Bank of Japan's 2% price stability target refers to the year-on-year change in the CPI.

Index levels are published to one decimal place. Rates on this page are calculated from those published levels, so a rate can differ from the Bureau's own published rate by up to 0.1 percentage points; the method is stated under Show calculation.
